Environmental

Protected area proximity, Natura 2000 sensitivity, and migratory bird flyway intersection.

Market

Policy strength, IRENA LCOE benchmark, installed capacity vs 2030 targets, and ENTSO-E price-capture rate.

Country Investment Climate

Country-level WACC, Damodaran country risk premium, OECD sovereign rating, corruption index, and rule-of-law score. Measures the financing environment for the country — not the credibility or track record of the actual project sponsor (no sponsor inputs are collected).

INFORM Risk Index (JRC 2024) and nearest settlement distance — community engagement risk.

Port and road access for equipment delivery, plus country CAPEX benchmark (USD/kW).

Verdict Logic

KILL — any axis is RED (structural blocker)
CAUTION — ≥1 axis is AMBER (mitigable risk)
